Description
The Procurement & Contract Specialist will play a pivotal role within the QSE department, reporting directly to the Procurement Manager. This position focuses on managing end-to-end procurement and contract activities, ensuring compliance with procurement policies and governance requirements. The specialist will lead sourcing activities, coordinate evaluations, and enhance processes to optimize vendor management and contract execution. Collaboration with the legal team to draft and administer contracts, along with delivering strategic insights for cost optimization and risk mitigation, will be key components of this role. The specialist will also contribute to capability building within the procurement team and provide regular performance and compliance reports.
Key Responsibilities
• Manage and oversee end-to-end procurement and contracts activities (PR to Contract Award).
• Review and validate PRs, scopes of work, and specifications to ensure completeness and compliance.
• Lead sourcing activities (RFQ/RFP), including preparation, issuance, clarifications, and negotiations.
• Coordinate and support technical and commercial evaluations and prepare evaluation reports.
• Ensure full compliance with procurement policies, DoA, and governance requirements.
• Manage vendor lifecycle (registration, prequalification, performance evaluation, and relationship management).
• Oversee PO lifecycle (creation, amendments, tracking, and closure).
• Support drafting, review, and administration of contracts in coordination with Legal.
• Identify gaps in current procurement and contracts processes and implement improvements.
• Develop and standardize templates, procedures, and best practices across procurement and contracts.
• Provide strategic input on sourcing approaches, cost optimization, and risk mitigation.
• Deliver knowledge transfer and support capability building within the procurement team.
• Prepare periodic reports on procurement

Minimum Requirements
• Minimum 10 years of experience in procurement and contracts.
• Request for Proposal – Procurement & Contract Specialist.
• Experience in RFP, RFQ and contract management.
• Familiarity with ERP system.
• Strong knowledge of local procurement regulation and practices.
• Experience and familiarity with ICV requirements and evaluation processes.
• Fluency in English and Arabic (spoken and written) in mandatory
